Kathryn M. Kase is Counsel to the Hon. Rodney Ellis, Precinct 1 Commissioner of Harris County. Before joining Commissioner Ellis’ staff in June, she was a capital defense attorney for 15 years with Texas Defender Service. Her clients have included Duane Buck, who won a new, fair sentencing trial last term in Buck v. Davis, 580 U.S. ---, 137 S.Ct. 759 (2017), and Scott Panetti, for whom the Fifth Circuit in Panetti v. Davis, 863 F.3d 366 (5th Cir. 2017) recently ordered a new inquiry into his competence to be executed.
