David S. Morales is a United States District Judge for the Southern District of Texas, presiding in both the Corpus Christi and Victoria Divisions. Previously, Judge Morales served as a litigation partner at Kelly Hart & Hallman’s Austin office, Deputy General Counsel to the University of Texas System Board of Regents, General Counsel to the Governor of Texas, Deputy First Assistant Attorney General, and Deputy Attorney General for Civil Litigation. 

Judge Morales earned a Bachelor of Business Administration from St. Edward’s University and a Juris Doctor from St. Mary’s University School of Law. Judge Morales was confirmed by the U.S. Senate on April 10, 2019, and received his judicial commission on April 25, 2019.
